[align=center][align=center][b][font=宋体][size=14pt][color=#000000]关于落实互联网联网单位网络[/color][/size][/font][/b][/align][/align][align=center][align=center][b][font=宋体][size=14pt][color=#000000]安全保护技术措施的通知[/color][/size][/font][/b][/align][/align][align=right][align=right][color=#000000][font=宋体][size=12pt]东公〔[/size][/font][size=12pt][font=Times New Roman]2007[/font][/size][font=宋体][size=12pt]〕[/size][/font][size=12pt][font=Times New Roman]567[/font][/size][font=宋体][size=12pt]号[/size][/font][size=12pt][/size][/color][/align][/align][align=right][align=right][size=12pt][font=Times New Roman][color=#000000] [/color][/font][/size][/align][/align][color=#000000][font=宋体][size=12pt]全市各互联网联网单位：[/size][/font][size=12pt][/size][/color][color=#000000][font=宋体][size=12pt] 为进一步加强我市各旅馆业、企业、学校、电子阅览室、社区、出租屋等互联网联网单位的网络安全管理，完善我市网上社会治安综合防控体系，提高我市互联网综合防控能力，打造平安网络，建设和谐东莞，根据《计算机信息网络国际联网安全保护管理办法》、《互联网安全保护技术措施》（公安部第[/size][/font][size=12pt][font=Times New Roman]82[/font][/size][font=宋体][size=12pt]号令）、《广东省计算机信息系统安全保护管理规定》（广东省人民政府第[/size][/font][size=12pt][font=Times New Roman]81[/font][/size][font=宋体][size=12pt]号令）、《广东省旅馆业治安管理规定》（广东省人民政府第[/size][/font][size=12pt][font=Times New Roman]108[/font][/size][font=宋体][size=12pt]号令）的有关规定，现就落实互联网联网单位网络安全保护技术措施的相关要求通知如下：[/size][/font][size=12pt][/size][/color]
[color=#000000][font=宋体][size=12pt] 一、建立健全网络安全保护管理制度。全市各互联网联网单位应建立健全网络安全保护管理制度，完善网络安全事故应急处置和责任追究机制、涉网违法事件和网络安全事故通报机制。对本单位发生的涉网案件及重大网络安全事故，必须在[/size][/font][size=12pt][font=Times New Roman]24[/font][/size][font=宋体][size=12pt]小时内向市公安局网络警察支队报告，并保护好现场，协助公安机关开展调查取证工作。[/size][/font][size=12pt][/size][/color]
[color=#000000][font=宋体][size=12pt] 二、切实落实网络安全保护技术措施。全市凡通过局域网方式接入互联网的旅馆、酒店、企业、学校、电子阅览室、社区、出租屋等联网单位，必须落实相关安全技术措施，在本单位网络与互联网连接的出入口加装经公安部检测合格的网络安全管理系统（系统具体功能要求详见附件一）经省公安厅选型，可在我市使用的网络安全管理产品共有[/size][/font][size=12pt][font=Times New Roman]8[/font][/size][font=宋体][size=12pt]种（详见附件二）。各单位必须在[/size][/font][size=12pt][font=Times New Roman]2008[/font][/size][font=宋体][size=12pt]年[/size][/font][size=12pt][font=Times New Roman]5[/font][/size][font=宋体][size=12pt]月[/size][/font][size=12pt][font=Times New Roman]31[/font][/size][font=宋体][size=12pt]日[/size][/font][font=宋体][size=12pt]之前选购安装适合本行业的网络安全管理系统，切实加强公用帐号使用管理，确保上网安全技术措施落到实处。[/size][/font][size=12pt][/size][/color]
[color=#000000][font=宋体][size=12pt] 三、加强从业人员培训工作，持证上岗。根据规定，互联网联网单位必须安排两名以上的网络安全管理人员参加市公安局组织的信息网络安全专业技术人员继续教育培训，通过全省统一考试，获取省公安厅颁发的《广东省信息网络安全专业技术人员继续教育培训合格证书》后，持证上岗。[/size][/font][size=12pt][/size][/color]
[color=#000000][font=宋体][size=12pt] 四、开展安全专项检查。[/size][/font][size=12pt][font=Times New Roman]2008[/font][/size][font=宋体][size=12pt]年[/size][/font][size=12pt][font=Times New Roman]6[/font][/size][font=宋体][size=12pt]月[/size][/font][size=12pt][font=Times New Roman]1[/font][/size][font=宋体][size=12pt]日起[/size][/font][font=宋体][size=12pt]，我局将对全市各互联网联网单位开展网络安全检查。对未按要求建立安全保护管理制度、未采取安全保护技术措施或相关从业人员未持证上岗的，我局将依法对相关单位及其责任人处以警告并处一万五千元以下的罚款，直至停止联网、取消联网资格的处罚。[/size][/font][size=12pt][/size][/color]
